The shuttle ferries between Xiamen and Jinmen Island in Taiwan accounted for 90 percent of the total direct shipping across the Taiwan Straits, a scheme proposed by the central government to open direct postal, commercial, air and shipping links between Xiamen and Taiwan's Jinmen, Matsu and Peng-hu. Accumulated Taiwan investment in actual use has reached $11 billion, accounting for 35 percent of the province's total.
