Haicang district in Xiamen has spared no efforts in attracting more talented people by increasing investment and removing barriers to entry.

To date, the district has 379 highly-skilled professionals, ranking top in Fujian province. Six manufacturing projects and 30 design enterprises with a combined investment of up to 35 billion yuan ($4.95 billion) have also settled in Haicang.

To realize sustainable development, the local government has established an array of development platforms for industries and social undertakings.

It has invested 3.64 billion yuan in setting up Xiamen Semiconductor Investment Group, and built a number of industrial parks including the Haicang information industrial park and the cooperative innovation and entrepreneurship center for Xiamen's biopharmaceutical industry.

Additionally, 30 education projects with investments of up to 2.6 billion yuan have been launched.

Flexible measures have been taken to break down the barriers to talented people flowing into Haicang district, including encouraging experts to work in public institutions and to engage in innovation and entrepreneurship. In order to boost talent flow, it has introduced professionals from outside the district and strengthened cooperation with government organs, institutions and enterprises.

Special projects have also proved effective in pooling young people from Taiwan.

As one of the earliest and largest national-level investment zones for Taiwan merchants in the mainland, Haicang has continued to organize talent exchange activities to promote cross-Straits communication and development.

In 2014, Haicang district cooperated with the architecture and urban development research foundation of National Taiwan University to carry out a community management pilot project.

After five years, an ecological culture village, blending Taiwan and Haicang characteristics, has been built and 55 young professionals from Taiwan have been attracted to take part.

According to local officials, Haicang district has issued 16 favorable policies to support talented professionals life and work.
