"Little giant" sci-tech enterprises

Those enterprises identified as “Xiamen Municipal Industrial Design Center” will be granted a one-off reward of 200,000 yuan ($29,000); those identified as “provincial industrial design center” will receive 500,000 yuan; those national industrial design centers will be rewarded 2 million yuan. Xiamen supports the cultivated enterprises to carry out industrialization of key scientific and technological achievements and those that have completed pilot experiment and are equipped with premise, facilities, technicians and managerial team will be provided with interest discount for payment on goods. The maximum subsidy should not exceed 5 million yuan.

Incubators for sci-tech firms

Newly identified provincial and municipal incubators will receive a one-off reward of 1 million yuan and the national incubators will receive 3 million yuan. A one-off subsidy of 30 percent of the equipment cost if the incubator purchases public equipment for its public technological service platform. The maximum of the accumulated subsidy for a single incubator should not exceed 3 million yuan. Newly built incubators will receive a one-off subsidy of 300 yuan per square meter with a maximum of 5 million yuan. Renovated incubators will receive a one-off subsidy of 200 yuan per sq m with a maximum of 3 million yuan. Incubators will be given a one-off reward of 200,000 yuan in the year when the enterprises under incubation or having been set up in these incubators that are identified as national high-tech enterprises.

Key laboratories

National key laboratories will be granted a one-off subsidy of 10 million yuan while the provincial and municipal ones will receive 1 million yuan. In assessment, those provincial and municipal key labs that receive good results in assessment will receive a subsidy of 200,000 yuan; those provincial and municipal key labs that receive excellent results will be given 500,000 yuan; those national key labs that receive excellent results will be granted 2 million yuan.

Technologically advanced service providers

Those enterprises that have been identified as technologically advanced service providers will enjoy a preferential enterprise income tax rate of 15 percent. Their expenditures on employee’s education shall be allowed to be deducted in the calculation of taxable income when the expenditure does not exceed 8 percent of the total wages and salaries; for the excess portion, deduction shall be allowed at the time of carrying over in the following tax year.

Rewards for scientific and technological achievements

Those winners of the municipal major scientific and technological contribution award, scientific and technological progress award and award for organizing and promoting science and technology shall be granted honorary credentials, certificates and bonuses by the municipal people's government. The prize amount of major scientific and technological contribution award is 500,000 yuan, of which 150,000 yuan belongs to the individual, and 350,000 yuan will be scientific research funds; the prize amount of first, second and third prize of the scientific and technological progress award is 250,000 yuan, 100,000 yuan and 50,000 yuan, respectively.
