The Xiamen Xingcai Vocational and Technical College is a full-time undergraduate college founded in 1983. It is conveniently located in the cultural and educational district of Jimei (the core area of Xiamen Software Park Phase III), neighboring Jimei University, Huaqiao University Xiamen Campus, and Xiamen University of Technology. It is easily accessed through the nearby Xiamen North Railway Station. 

The college combines academic and non-academic education, full-time and continuing education, and domestic and overseas joint training. At the same time, the school offers the training programs for various vocational qualification awards. 

Currently the school has around 6,000 full-time students from all over the country. Some are enrolled regularly through the college entrance examination while others have passed self-study examinations or adult tests. There are also students who take part in interschool cooperative programs and Fujian-Taiwan education exchange programs. The school has more than 300 teaching staff. 

The school comprises the Economic and Trade College, the Engineering College (including the Information College), the Art and Architecture College, the Education College, and other colleges, and offers a wide range of majors, including software information, construction engineering, business management and art design. There are nine other majors that can be taken by both junior college and undergraduate students from Xiamen Xingcai Vocational and Technical College, Fujian Normal University, Huaqiao University and Jimei University. 

Since the 13th Five-Year Plan (2016-2020), the school has attracted many enterprises to settle on campus. For example, Xiamen Jingjia Industry and Trade Co has entered the campus and jointly developed with the school a major in mechatronics and numerical control technology. Sci-tech giant Zhongxing Telecommunications Equipment (ZTE) Corp has signed a strategic agreement on deep cooperation with the school, including jointly establishing a telecommunications technology major. In addition, Xiamen China Youth Travel Service Corp has set up a branch office at the school and has jointly opened a hotel management major. Jomoo Kitchen & Bath Co is also a partner of Xiamen Xingcai Vocational and Technical College after setting up a customer service center at the school and launching e-commerce and marketing majors. Xiamen Fantai Interior Design Co has a studio at the school which provides practice opportunities for students studying architectural interior design, a major also jointly established.
